Evaluate and propose locally
The local META-style system assesses integrity and produces a candidate correction with its expected effect. Its original evaluation remains the basis for later comparison, and the candidate carries no execution authority of its own.
Decide adoption independently
A designated subsystem decides whether to adopt the candidate and establish execution intent. META-2 checks that the proposal, intent and eventual command retain the same meaning or are narrowed safely under the sealed comparison criteria.
