N-Ary-2 connects those systems while preserving their original records, judgments and execution authority. Its architecture follows the dependencies of an action and relates the resulting evidence, so a proposal, permission, execution receipt and observed effect can be understood in their proper roles.

Examine the conditions required for the particular action. A failed, refused or unconfirmed mandatory condition retains that meaning; another favorable score or a majority decision cannot cancel it within the dependency check.
Respect permission and execution roles
Distinguish a proposal with no execution power from an actual authorization and the operation it permits. The participating systems retain their own authority, including the ability to refuse an operation under their applicable conditions.
